Rafael Sayagués

Rafael is one of the founding partners of the EY member firm in Central America (2002). He is the Managing Partner of the Tax and Legal practice for Central America, Panama, and the Dominican Republic, and since July 2019, he has been the Managing Partner of the Tax and Legal practice for the EY Latam North region. He is a member of the Latin American Business Center (LABC) in New York and is part of the Transaction Advisory Services (TAS) team.
His extensive experience includes local and international tax structuring, design and implementation of local and multi-jurisdictional transactions (M&A), corporate and investment structure design, transfer pricing, restructuring of operation and distribution chains (supply chain), tax controversy, expatriate taxation, international trade, project financing, tax incentives systems for free trade zones, export regimes, and the tourism industry, among others.
Rafael contributes to international publications such as International Tax Review and Chambers. He holds a Master's degree in Taxation (LLM in Tax) from the University of Florida – Levin College of Law and a Bachelor's degree in Law from the University of Costa Rica.
